Areas of focus
Katherine brings nearly 25 years’ expertise in government-sponsored healthcare programs and managed care, aligning practical operations and program design with deep understanding of public policy and regulatory frameworks. She specializes in helping states conceptualize and build program innovations, assessing necessary federal and state requirements, managing design efforts to assure successful operational integration and deliver ongoing program success. She helps states to build effective program strategies and write/ negotiate Medicaid 1115 and 1915 waivers as well as State Innovation 1332 waivers. She also supports Medicaid agencies to design program improvements and conduct best practice evaluations, always focused on practical flexibility.
Katherine has deep experience developing strategy related to Medicaid programs such as novel program designs, coverage expansions, social determinants of health, managed care (including long-term services and supports and dual demos), criminal justice re-entry populations, and behavioral health integration. Additional background includes stakeholder facilitation, compliance audits, readiness reviews, and operational assessments.
Katherine has also done substantial work with providers, value-based payment and ACO-type partnerships. Her health plan leadership skills includes executive management, operations, customer service, outreach, information systems, and delegation oversight. She has also contributed to a variety of industry coalitions and committees.
Prior experience
Prior to joining Milliman, Katherine was VP of Product Strategy and Innovation for CareSource, a regional health plan serving over 2 million members, where she led corporate strategy, product strategy, business development/proposals and program implementations across Medicaid, Medicare Advantage, Marketplace, and other government-sponsored products for over three years. Prior to that role, Katherine spent more than 16 years with MDwise, a local hospital-sponsored health plan focused on Medicaid and Marketplace, holding executive roles including Interim CEO, COO, and General Counsel. She also previously served as a government affairs representative for a number of provider groups including a state medical association and several other health care provider associations.
