
Lee Townsend
Lee Townsend is a consulting actuary with Milliman in Chicago. He joined the firm in 2021.
Experience
Lee has nearly 20 years of experience in the actuarial field, including experience with issues relating to single and multiemployer qualified defined benefit plans under the requirements of ERISA, the Pension Protection Act of 2006 (PPA), and most recently the American Rescue Plan Act of 2021 (ARPA).
He has consulted on pension plans for traditional defined benefit, cash balance, floor offset, and variable annuity plans, including those with stabilization mechanisms (cap & shore, sustainable income plan). He has been involved in the performance and review of ERISA actuarial funding valuations for single and multiemployer employer defined benefit plans. Additionally, he has experience with multiple accounting standards (GAAP, SSAP, IAS, CAS), annual PPA zone status certifications for multiemployer plans, and AFTAP certifications for single employer plans, assumption setting, consultative funding and credit balance strategies, nondiscrimination testing and other compliance work, including review and submission of required annual reporting to government agencies.
Lee has experience forecasting and modeling pension liabilities under various economic scenarios (including asset liability modeling and stochastic projections).
