Barry N. Marks
Barry Marks is a principal, consultant, and actuary with the New York office of Milliman. He joined the firm in 1988.
Experience
Barry’s experience includes consulting on Taft-Hartley pension funds, involving both annual valuation of plan liabilities and costing of prospective plan improvements negotiated under the collective bargaining process. He is also an expert in withdrawal liability calculations and has provided expert testimony during arbitration proceedings.
Barry’s experience includes consulting on corporate-sponsored pension plans with respect to the levels of contributions required in support of prescribed benefits and in the development of modifications in benefit structure, either to realign with evolving employer objectives or as compelled by statutory directive.
Barry’s consulting role has also included experience with qualified and postretirement benefit plans under U.S. GAAP (FASB ASC Subtopics 715-20, 715-30, and 715-60).
Other functions include performing complex studies and projects such as cash balance plan design and implementation, discrimination testing on both defined benefit and defined contribution plans, and nonqualified plan design studies and issues.
Barry has spoken at professional employee benefit meetings on current issues impacting employee benefit programs.
